In the first animated Clone Wars series he was quite creepy and from what I read of him preSith he was meant to induce fear. It's a shame they made him into a moustache-twirling(-leave-Batman&Robin-tied-in-a-loose-trap-whilst-I-make-a-quick-exit-stage-left) villain :(
