There's nothing lazy about Boussh's dialogue. I would say it's actually had more thought put into it that the others. It would have been easy to put together some foreign sounding dialect (using some unusual-sounding real Earth language like with the Ewoks) but they decided to have a complex dialect where context and stress is everything.
I think the way Boussh speaks is a very strong creative choice.
It depends how you look at it.
Some people (like me) love Garrindan's quirky and very alien vocal style in ANH, other people think the undeniable comedic effect spoils the mood.
Same with Boussh.
There is no reason why Boussh couldn't speak in noises so high pitched that only Threepio and Boussh could hear them so we would only have Threepio's word for it that he actually said anything and that would make no sense to the viewer (or rather the listener).
My personal take is that having a four word vocabulary is justifyable in terms of culture but it might sit better with the audience if it was changed to something that sounds like it has more variety.
