One reason for doing it would be to collapse the two characters together so that the man in the shiny suit in Episode II is the same guy in the beat up costume in Episode V.
If he never takes his helmet off (they made the same mistake in Judge Dredd movie), never loses his head and we never see that annoying kid the fan service at least has more resonance and the mystery guy remains a mystery and not some clone.
Jengo is a another thing Lucas screwed up.
Obi-Wan is sent to investigate a clue to the identity of the Bounty Hunter trying to kill Padme (who is trying to stop the creation of a new army). He follows him to a planet where they are making an army using Jengo as the template and then to a planet where Dooku is building a droid army (and Fett acts like his personal bodyguard) they use one army to fight the other and don't twig?
Someone has to seperate those two plotlines somehow.
Couldn't he follow Fett but Fett gives him the slip and he finds the Seperatist fleet massing near Geonosis?
Lucky break yes but at least Fett isn't directly linked to both armies.
