Yes, but you still need to get a pack of legal size paper. Shouldn't run you more than $5 or so at Staples or your office supply store of choice.
The problem is that a standard DVD cover is just a hair too big to fit on 8.5 x 11 allowing for the printer's default margins...well, my printer anyway, HP 7150. If your printer can do "full bleed" printing, then maybe you can squeeze a cover onto standard paper. If you get into wider covers though for multiple disc cases, you'll definitely need legal paper then.
Either way, the point is that you have something already in Windows to print the cover. You don't need to hunt down a special application, just learn how to use what you already have.
And yes, once it's printed, just trim off the excess. Metal straight edge and an X-Acto.
