Well if he didn't do that, then the Joker wins.  The whole message behind the movie is to raise of the question of what is truly right and how far are you willing to go to do what's right.  If the public were to catch word that the most law abiding citizen in Gotham City could become a vengeance seeking murderer, then all hope is lost.  And in a city as bad as Gotham, without hope, there's nothing left.  By becoming that villain, Batman becomes the ultimate hero.  He'll let people think he's just as bad as the crooks he puts away if it means doing the right thing. 

 

Every other superhero movie ends with the hero being loved by the masses after he defeats the evil villain.  But here, it's the complete opposite.  Batman can't let the Joker win, so he takes the only option available; saying that he killed five people, which is something everyone knows he's against ("You've got rules").
