Depends. If you want to reveal the true color then maybe you will lose the mood. Plus, Color alterations can change mood or retro-y the newer movies.
So no matter what a color correction is color alteration after all ! :) IMO always.
if you apply a global tint or play with the hue saturation levels that is a color correction. But if you wish to add or remove color and doing specific tasks is color alteration.
