For a $20 DVD (which is expensive for today's market) I expect restored anamorphic video, clean 5.1 audio (whenever possible), english subtitles, and a few nice extras (at least a trailer).
Professional and proper encoding/authoring takes time... that I'm sure they won't bother with.
I think what it will turn out to be is a disc in a cardboard sleeve with just a movie, a generic 'burn on demand' menu, and video quality that looks like they capped it off the air.
No matter how great the lure of a 'lost movie', I don't think I'd buy anything under those conditions.
I prefer original theatrical audio myself instead of a bumped up remix with added foley. Case in point is THE TERMINATOR original 1.0 track is vastly superior to the 5.1 with the added foley effects.
