It's like people say 'why don't they just fly above the trees?' in the speeder bike scene. Doesn't always make sense. Wouldn't be nearly exciting otherwise. In the case of the walkers, I would think the AT-AT would do better than the AT-ST, but still a tad cramped in the middle of a forest. :p

To be fair, the Biker Scouts were trying to evade Luke & Leia. And I'm sure during their regular patrols they fly through the forest on the lookout for enemies anyway. Flying above the tree line wouldn't do any good for that.
