Well, yes, but there's no reason that couldn't have been after Order 66 and the formation of the Empire. We see several Jedi killed, and the Temple is ransacked, but odds are some would have survived. Yoda and Obiwan send out the signal telling surviving Jedi to go to ground and hide, after all (or was that just in the deleted scene? I can't remember). Either way, we can't just assume that none of that happened between Episodes III and IV.
