I think he meant for the unmasking scene in 1983, when Hayden was two years old, so I doubt that was the reasoning. ;-)

Cause Prowse's voice and accent would not have matched? The raw audio of Prowse delivering Vader's lines on set sound nothing like James Earl Jones.

Hey, why wasn't James Earl Jones used for the face of Vader! Oh wait, Luke has blonde hair and blue eyes....
