Yes, part of that is due to having populated settings vs. unpopulated ones, but part of it too is that the PT seemed to be missing that used universe feel. I know their exist popular explanations for this (it was before the Empire, Naboo was a rich, artisitic planet, etc.), but when it comes right down to it, a lot of the environments in the PT didn't feel lived in like they did in the OT. I could believe Luke spent hours in his garage. I could believe Han and Chewie clocked hours upon hours in the Falcon. I could believe the rebel bases on Yavin and Hoth were working structures. Naboo, Kamino, and many parts of Coruscant, however, look pristine and unused, and hence unrealistic.
