Because he is a creepy pedo with such a deep desire for some young Link to call his own, he managed to find a way to travel between timelines. So he can stalk every Link throughout history, with hopes that he can get them alone in a room or alley with him, so he can show them his hot air ballon... or whatever it is he is always floating on.
