Granted, the "wealthy" may live on top, with the rest of the classes getting poorer as the levels go down (and the jobs get dirtier), so maybe the BOTTOM of Cloud City could have the jets of fire and pollution coming out and all - to contrast with the "pristine" top section.

It's a gas mine, though, so it's not likely to get as dirty as an ore mine.

In any case, I think it's important that the upper levels be kept as squeaky clean as possible. Themeatically, the whole point of the place is that everything is bright and sunny on the surface, but dark and ugly underneath once we get to know it better. Showing off the unpleasant side of it too early works against what the film is trying to do, I think.
