There were a lot more characters than just Padme and Jar Jar. Take a look at some of the outfits worn by minor characters. And Padme did look like an idiot.

Seriously... who?? The Jedi all had uniforms. The people on Tatoinne matched the OT pretty well. The Naboo were all richly dressed, but idiots? I don't see why. Are we talking background members of the sentate? The Nemoidians? Who???? Do I need to look frame by frame to find what you find so objectionable?
