No, its a blade color. I dont think that we need to instill some special signifigance into Luke's blade color. The good guys have blue and green (and Mace's purple) and the bad guys have red due to the synthetic nature of the crystals they use. I see no reason to make every blade in the prequels blue, that would be boring.
