Get a new hard drive and reinstall Windows.  Put the bad hard drive in as a second drive.  After Windows is reinstalled, copy all the stuff you need off of the second drive and onto the first.  Then you can reformat the old drive and be done with it.  That's probably the quickest and easiest way.

Next time have a good backup so you can just do a wipe and reinstall.
