I'm wondering how to convert a video shot in 2:35:1 widescreen anamorphic to proper pan and scan, as seen on TV and VHS. I know I can probably modify the aspect ratio, but this doesn't create true pan and scan, since it involves panning as well.
Is there some software than can enable me to do this?

any good editing software (Vegas, Premiere, Ulead) will enable you to use a pan/crop tool. this can be quite tedious as it requires reframing basically every shot.
How will I know how to do this properly? I have Sony Vegas, and I've tried using the pan/crop tool, but I don't know the exact size and cropping to use.
If you want the output to be 4:3, then set your project settings to this.
Next, you will have to make cuts at each scene change on your video.
For each of these scenes enter the pan/crop tool.
right click and set to match output aspect.
then move the window to cover the area you want for that scene.
