Perhaps if you had the clouds move across the surface? There could be more cloud cover than ROTS but perhaps it's moving so that no area stay's bare for long. Luke could shoot for a bare spot but by the time he gets there the clouds have reached that point.

Maybe that's the trick then: alter Bespin's look to be more like Yavin.

I can understand Dagobah retaining the heavy cloud cover per Adywan's arguement, but Octorox has a point in that all 3 planets look damn near identical. Granted, Yavin doesn't have to look red-orange like Yavin, but something has to be done to "Jupiter" it up, so to speak.
