I always took it that Luke had to build a new saber because Ben had his in ANH. When he was struck down he obviously couldn't get it.

To put it more nicely:

Luke's new saber was going to be blue and the only saber colors were going to be blue and red. But when the blue washed into the sky, they changed his new saber to be green. He was going to get a new lightsaber anyway, it doesn't matter what color it was.

EDIT: Upon reading it again, you forget that Luke had his father's lightsaber from when Ben gave it to him in his hut to Luke's hand being cut off. That's why he had to build a new saber. You know, I used to think the same thing growing up. Not sure why.
