If you're talking about the Anchor Bay UK version, yes, it has the unrated scenes cut in from a lesser (though still watchable) source.  It also has interviews and commentary with Doug Bradley and Anthony Hickox, and the Hellraiser Collection has an open-matte version of Hell On Earth as an extra in its bonus disc.
