One of the things the films deal with thematically is the Empire's arrogance, that just the fact that they're there should be enough to scare people. To that end, they don't send everything they've got to every battle, just what they think will be needed for the situation. All they expected to be escaping from Hoth was a couple of slow, bulky transports, a few fighters and the Falcon. From the Empire's perspective, the Falcon was the only one that was a challenge - the rest were fish in a barrel.
I feel the same way, the SSD was enough "Shock and awe." Put it in any fleet and thats enough presence in my opinion.
But if you'll all notice, we didn't add any additional Star Destroyers to the fleet. It's just that after Shot 001, we added what those same ships should look like to "deploy the fleet so nothing gets off the system." The only Star Destroyer we see in the blockade is all alone, then gets ion cannoned. There should be at least 2 others according to previous shots of Vader's fleet, plus the Executor but we don't see any of them until they are chasing the Falcon to and through the asteroid field. Then there's at least 3 others unless they fixed the ion cannoned ship, with two collidiing or nearly doing so. Then there's 2 next the Executor, then one gets destroyed in the asteroid field, then there's 2 near the Executor, then 3 go off into hyperspace. We have evidence of more than one Star Destroyer at Hoth with as many as 7 if they couldn't repair those that were damaged, so I think a more impressive blockade of Hoth might at least show one Star Destroyer in the background not getting disabled.
