That is a crime. The Democrats claim to look out for the little guy and Republicans claim to support the free market and yet they both engage in this. When it comes down to it, politicians like power and spending money, no matter the party. It's disgusting. The only thing more corrupt in my mind would be all the earmark spending and the way the parties use hot-button issues to mobilize their extremist factions while never doing anything real about those issues.
