Ayup. In ESB and ROTJ, his speech impediment was a mild little idiosyncracy that added depth to his character and heightened the "wise old sage" motif. In the PT, it's just impossible to understand a thing he's saying. Every single sentence is hopelessly jumbled to the point that you sometimes have to concentrate in order to translate. Even the shortest and simplest lines are affected. "I hope, right, you are."
