If the computer has a burner in it, then whatever software it needs should be there too. Nero is the most popular but there are others. There are also free ones you can download if it doesn't have any for some reason.

By "all the files", I'm guessing you got it from RapidShare, right? Use WinRAR to unpack the files. Just click on the first one and it will jump to the next and the next and create the ISO. Then in the burner software, just look for "Burn image to disc" or something similar and let it do its thing. PAL or NTSC only affects playability after you've created the disc. The burning process is the same regardless of video format.

Blanks - any DVDs will work, just get a good brand.  Sony, Maxell & Verbatim are the better ones that you can find at retail.  Memorex, Imation and HP are a little cheaper and more likely to end up with bad discs, if not right away then over time.  + or - doesn't really matter unless the burner drive is very old (more than 3 or 4 years) and will only do one or the other, but that's just a drive/disc compatibility issue and doesn't make the final disc any better or worse having one instead of the other.
