Not sure which scene you're referring to in that last post, Ady, but I'd have to agree with Ripplin... having TIEs flying around is good, but shooting down civilian craft doesn't seem to be their M.O. here. I think with more Imperial forces arriving at Bespin that the city would simply be placed under tight Imperial control, not that the population would get massacred.
... then again, the Empire did blow up Alderaan just to flex its muscles...
