As Chainsawash described, the torrent I downloaded was unpacked. I saw the NTSC fix in the DVD-ROM folder, but I didn't get a chance to run it before I left for work this morning.

There were so many times when i use to use torrents that someone unpacked the original ISO to post and used bloody winrar to unpack it which screws the DVD up.
