My thoughts exactly as stated above. I don't really think Ben on Hoth needs to look exactly like Ben's ghost on Dagobah. Luke was pretty out of it during that scene and I believe it was a vision (not unlike Luke's visions of his friends in peril on Bespin - we just didn't get to see what he 'saw' at that time). Ben on Dagobah is a manifestation designed to walk and talk with Luke.
