I find it annoying - his desire for attention means that my eyes have to work harder. I'm too lazy to read any post of his that's longer than two lines; my eyes just skip it (sort of like a manual ignore function).

Yes it would be harsh to ban someone for typing in all caps - just as it would be harsh to ban someone who refuses to remove an annoying signature image - but it I do feel it warrants calling them a knobhead every so often.

Apart from the fact that it's universally considered bad netiquette, there is another more serious issue: some screen readers may falsely identify words in all capitals as abbreviations, and read them out letter-by-letter.
