edit: I may have misunderstood your question. Do NOT run the .iso through winrar. Only use winrar to unpack the .rar files into the big .iso. Then burn as above.
From what I'm understanding from the posts prior to this, imgburn is what's having issues with burning this iso. Following Ady's fix may repair the .iso to one compatible with imgburn.
Alternatively, one could use DiscJuggler (padus.com). This is the program I use for any .iso's I need to burn. Unfortunately, the program costs $50 to enable full length DVD burning. As I said before, I made two copies of the NTSC DVD-9 yesterday without issue using this program.
Also, any edition of nero (nero.com) should be able to burn a .iso easily. They have a 15 day free trial set up, although I think most PC users would have a copy of the program floating around somewhere (It used to be included with most RW drives a while back). Here's a tutorial for nero:

It's for an older version, but should work similarly on anything up through v.8
