The easiest way would be:

assumefps("ntsc_film", sync_audio=true)
lanczos4resize(720, 480)

Then encode as an NTSC DVD.

Pitch correction for the audio, keeping the PAL running time, is possible but may add unwanted artefacts, especially in music.
