I had the same issue with file size problems. I'm using PS 7 (I know, way old). If I did a plain "Save As" and then selected JPG, I couldn't get the file size anywhere near 5K without horrible quality. I ended up choosing "Save for Web". This brings up a separate window with options. I just dragged the quality slider to the left until it was under 5K. I was able to get good quality (as my avatar shows). The weird thing is that I was able to go with the equivalent of "high" quality using this method, the same level of quality of my first attempted and failed method. Hope this helps. Your mileage may vary.

It might also be a problem with PS saving an icon of the image. That takes up file space as well. If you have the "Save for Web" option give it a try.
