I was inquiring about this in Adywan's thread but was asked to move it here, so here goes:

Does anyone know of a program that can re-encode an mpeg2 PAL video into mpeg2 NTSC video without separating the audio and video streams and later remuxing? I've used vdubmod in the past along with besweet to achieve these ends, but that was quite some time ago and I would hope someone has come up with an all-in-one solution that is quick and efficient by now.

I would like to do some conversion of existing PAL sources to NTSC as well as kind of an oddball source.

I have a 29.97fps NTSC mpeg2 DVD rip of a source that is PAL sped-up. Even though currently meeting NTSC standards, the mpeg needs to be slowed down to it's originally created format. It's a mess, but the authoring house simply took a PAL master and converted it to NTSC without returning the speed to normal, resulting in the helium voices everyone loves.

Is there an all-in-one solution out there somewhere that could do these conversions?
