frame by frame restoring?

OK,so how does one go about learning how to do this,or even get started in the right direction,I have an idea for a project but the deleted scenes are pretty rough.

so any help or guidance in the right direction would be greatly appreciated.

I can tell you don't do it through Quicktime. There are better ways...

OK what are the better ways?

I have read that Photoshop can do this,but what program do you use to extract the frames you want to cleanup and in what format do you extract them?

Then once you are done in Photoshop,what format do you save the cleaned up frame in?

after that what do you use to place back into the video file?

I saw a tutorial on this very subject a long time ago, before I had photoshop. Now I wish I had f#*king saved it, because I've wanted to use it on several projects, and I can't find the damn thing anywhere. Sorry to be of no help, but there is a guide somewhere out there on the interweb.

I do it in Combustion.

You could just load the video into VDub, export as pics, fix them up, and then load them into your video editor. Granted, that could be a shitload of pics, but it's possible. I've added PS effects to video frame by frame (with a macro) and then placed the sequence back into Vegas to render as an AVI.
