There is no need to make an exact copy. You can simple copy the VIDEO_TS folder to your hdd and burn it on a new dvd with ImgBurn (it's free). Set ImgBurn "mode" to "build" and "output" to "device". When selecting the source to burn click the third icon to select a folder and select the VIDEO_TS folder. Now you can burn it (ImgBurn will burn it as a DVD-video).

Sorry I don't know how to solve the frame shifting stuff.
