And who said the FBI was the one doing the surfing? In all the cases I've ever read about, it's the RIAA or equivalent for that country. They usually notify the FBI or whoever and then proceed to do a raid.
And FYI, the FBI would not be involved in catching bin Laden. That goes to the CIA.
