Yeah, exactly. With the right twist you could look at the Rebel Alliance as Terrorists. Throughout the trilogy we mostly just see them defending themselves and running away, the battle at the end of ROTJ being the only true offensive attack by them against the Empire we see in the films. But they must have done something to have the empire after them, I highly doubt they had just been protesting peacefully with signs parades when the Empire decided that the rebel's secret base on Yavin 4 ought to be one of the first targets of their new planet exploder.

So perhaps it is safe to say Star Wars is a film that justifies terrorism and tries to convince us that our government is turning into an Empire.
