Definitely abuse. The animal wasn't asking to be captured, chained up, and deprived of all food. Dying of starvation probably isn't fun. If dogs are overpopulated down there, then there are definitely kinder ways to kill this particular dog.

Also, I see practically no way in which this is art. I liked the one poster on that page who said that chaining a dog to a wall is about as artistic as someone feeding the dog against the supposed artist's will. Pointless.
