The Dust plugin can be downloaded from here:
http://avisynth.org/warpenterprises/attic.html

Becasue it's a filter written for the old 2.0x version of AviSynth, you will need to use the LoadPluginEx.dll to load it, as described on this page:
http://avisynth.org/mediawiki/LoadOldPlugins
