Assuming the English version was based on the original masters. we have these 4 changes in the Japan DVD release *in this one minute alone* (which is why I picked this particular clip):
1. Handwritten sign (misspelled "for LaLuze" visible) in the original version was replaced with a computer-drawn sign reading "PARK[...]" and "B-T GARDEN"
2. Handwritten sign (Shopping Pl[az]a) replaced by a 3D computer-drawn sign (in 2 shots)
3. Haruka (May)'s eyes are blue in the original version; the Japanese DVD release shows them as black
4. "STATION" sign redrawn in CG
I wonder if, like Sailor Moon R (a particularly infamous example), the first printings were of a botched or incomplete master, which was then recalled and replaced with the superior version that later appeared on Japanese DVD, while the English-language licensee was given the inferior version.
