Even if it were true, the best thing to do would be to pull him out of the school and get a district transfer. He'll have farther to go, but maybe he'll get into a better school.

Even better, if he has a lot of friends, would be to get his friends to buy and wear the same shirt. Wear it everyday and be "asian and quiet". Once enough students start doing that, they'll have no choice but to drop any charges they might bring against him. Either that or they'll have to press charges against every student at the school.
