I think Jed's on the right track. A university or not, there needs to be a school-wide PA system or something to notify everyone as quickly as possible. Most students don't check their email every thirty minutes. I don't think the university staff should be fired; it's easy to second guess them now, but they reacted at the time the way they thought was right.

But there definitely need to be changes in the way crises are handled.
