It was just a repackaging to capitalize on the recent release of Phantom Menace.

Yup. And there was a 10 minute episode II preview.

This release actually is quite notable--its the first time the words "special edition" were elminated and the first time the episode numbers were emphasized for the OT.

Yup, that is a piece a history. Perhaps the turning point? I bought this set on VCD back when George said there would be no Star Wars on DVD until all six films could be released together. I bought it online because it was an Asian import. I was pretty sure it would be the SE but it didn't say it anywhere on the box or even in the online description. The Episode II preview was a short "making of" sort of clip dealing with Owen and Beru Lars, how they cast them and tried to make them look as much like their 1977 counterparts as possible. Personally, I would rather have the Lucas interviews from the 1997 VHS release, those were a much more valuable "bonus feature".
