Regarding the merits or otherwise of converting letterboxed to anamorphic, this was discussed at length some time ago:

To convert, you will need to first IVTC the video to make it a progressive 23.976fps.
Then crop the existing black bars, stretch the picture vertically by 33%, and finally add in new black bars if necessary.
