Bilingual education isn't about being able to speak with our neighbors. Bilingual education is about teaching the spanish speaking kids in two languages in the hope that if they don't pick up the english (they won't), they'll learn from the spanish. If you want kids to be able to speak more than one useful language, teach them more than just spanish. Personally, I've never known anyone in a high enough position in life that spoke spanish. Chinese, Japanese, French, or German maybe, but not Spanish. I should probably call it Mexican though. The spanish that Mexican's speak isn't the same as the spanish that Spain speaks.
I think you'll find that most of the rest of the world teaches their children multiple languages (not just the home language and English), but that their signs and other things are only in the home language. As another poster said, when in Rome, do as the Romans, but apparently when in America, do as you've always done.
With respect to the language of a ghetto, I'd agree. Everywhere I've seen large mexican communities, it looks like a hole. It's not a place I want to be in or stay at. I'd much rather be in an upscale, affluent area where people keep their stuff clean.
