Definitely. The southern part of the game map (in the GC version) overlaps almost perfectly with the Ocarina of Time map. The game takes place probably a century or so after Ocarina, but before The Wind Waker's great flood. And Twilight Princess is also the only game in the series besides Adventure of Link to show any of Northern Hyrule.

The situation in Kakariko isn't kinky. The only survivors of the town are the man who runs the bomb shop 24/7 (the old guy) and the medicine man named Renado, plus Renado's daughter. That said, for most of the game, some kids from Link's village and a troup of Gorons also occupy the village, so they're not the only people in the town, just the only people who actually live there.
