Assuming an Emperor hologram could be inserted in the shots (there are plenty to choose from, and his face could be shrouded in shadow to avoid lip-sync problems), I really think that would be the best way to go. It gets Palpatine in the film, it doesn't use an ESB scene, it incorporates the "Vader returns to Coruscant" idea, and it relys important dialogue that would be otherwise out of place. It would also negate the need to film a fan in an Imperial uniform, which might prove to be a difficult thing to lock down.

I vote for the third option. It would be easy to shroud the emperor's face, Magnoliafan did it in his edits of Episode 1 and 2. Also, I don't really like the idea of filming someone dressed as an imperial, because this will be an important scene and needs to be serious. The moment someone realizes that it is just a fan dressed as an imperial, it will pull the viewer out of the moment.
