Yes the lightsaber boils the water all around the lightsaber itself, but it wouldn't do so all around Fisto. The heat from a lightsaber dissipates a very short distance from the blade itself. At the beginning of the Qui-Gon door cutting scene you see the lightsaber draw a very fine line, then they shut the bigger doors. At this point he started using the force to extend the lightsabers heat enough to melt the whole friggin door instead of cut into it.
