He's saying that if NK nukes Japan, then we nuke NK, China nukes us, we and the west nuke China, Russia nukes all of us, we nuke Russia, India and Pakistan nuke each other for the hell of it (peer pressure), Israel nukes whatever they can hit in the middle east, everybody nukes Israel.
South Africa, Australia, and South America then rule the world until the atmosphere collapses.
