If a construciton site delays the delivery of a building by 15 years, no matter how insanely complex it is, I'd bet some investors would be REALLY pissed about the whole thing. So you can image what the EMPEROR had to think about it. So I'd find that unrealistic.

Or maybe he WAS as forgiving as Vader, and doubling the efforts for the second Death Star was not really necessary...
