In the book he certainly isn't, and in the original cut of the movie he certainly isn't, the director's cut hints at it because it was an interesting questioned posed in the book, but it was really a dumb idea to suggest it in the movie. Ridley Scott has said that he shot the film with it in his mind that Deckard is a replicant.
